Contract to Link Entertainment Establishment Ratings to Digital Map

Chicago, IL – November 15, 2005 – NAVTEQ (NYSE: NVT), a leading global provider of digital map data for vehicle navigation and location-based solutions, has signed a contract with Zagat Survey to link Zagat’s rating and review information for restaurants, hotels, golf courses and nightlife to NAVTEQ’s digital map data. Zagat Survey is the leading consumer survey-based dining, travel and leisure information provider.

NAVTEQ® data enriched with Zagat’s entertainment information will allow navigation users to view detailed information regarding restaurants, hotels, golf courses and nightlife establishments in over 40 North American cities directly on the navigation screen. The following Zagat information will be available for each listed establishment:

• Basic information: name, address, phone number, hours of operations, cuisine, neighborhood, credit card policies, etc.

• Consumer-generated scores: e.g., food, décor and service (all on Zagat’s 0-30 scale), as well as estimated cost

• Consumer-generated reviews

• Features: e.g., valet parking

• Top Lists: e.g., “most popular”

This agreement brings together two leading data providers. NAVTEQ maps offer the quality, richness and detail necessary to provide highly accurate routing, as NAVTEQ’s proprietary collection process involves driving the roads to capture the reality of the roadway. Zagat Survey relies on over 250,000 consumer surveyors to ensure the quality and credibility of its ratings. Both NAVTEQ and Zagat Survey focus on providing quality and rich, dynamic content to their users.
