Cecilio N. Navarro Jr.’s “Providential Endowment” to Be Featured at Frankfurt Book Fair 2026

A life that began in the Philippines and eventually reached the United States and Cold War-era Germany will be represented at the Frankfurt Book Fair 2026 through “Providential Endowment,” the nonfiction memoir of Cecilio N. Navarro Jr. The book will be featured by The Maple Staple, with Inks & Bindings as co-exhibitor, from October 7 to 11 at Messe Frankfurt in Frankfurt am Main, Germany. Copies will be distributed at Hall 5.1, Stand D86.

Navarro’s story begins with his father, a schoolteacher and post Exchange manager at Clark Air Force Base who achieved those positions despite having only a sixth-grade education. After his father’s death, Navarro drew on his faith as he built a career with the Army and Air Force Exchange Service.

Over 39 years, Navarro worked across the Philippine Area Exchange, the Okinawa Exchange Region, and AAFES operations in the United States and Europe. His career included representing employees facing termination, advocating for workers, and running for union president.

His dedication to the Exchange eventually helped him become one of the first Philippine Exchange employees to receive special immigrant status to the United States because of his exemplary work. His journey later took him to Germany, where he witnessed the end of the Cold War and the fall of the Berlin Wall.

Following Navarro’s passing in January 2022, his son, Victor Navarro, continued efforts to preserve and promote his father’s story. Victor has represented the memoir at literary events and worked to expand its reach through republication and marketing, helping ensure that “Providential Endowment” remains available to readers.

Navarro was remembered by colleagues and others at his 2022 funeral as a conscientious and respected employee who worked to represent employees fairly and helped seek amicable settlements between workers and management. He was also an advocate for Philippine Area Exchange employees seeking opportunities to immigrate to the United States based on their service and performance.

Born in Bamban, Tarlac, Philippines, in 1933, Navarro spent his retirement years in Oakley, California. He died in January 2022, leaving behind a memoir that documents both his professional life and the experiences that shaped it.

At Frankfurt, “Providential Endowment” will form part of The Maple Staple’s third presentation at the international book fair. The physical book will be available to view at Stand D86, alongside titles from the wider Frankfurt collection.
