San Jose, Calif. (January 24, 2006) - Jim Kirkland, Senior Vice President for Strategic Development and General Counsel for Covad Communications Group, Inc. (AMEX:DVW), a leading national provider of integrated voice and data communications, today spoke on a panel entitled, “Revitalizing the Telecom Industry: What It Means for Silicon Valley.” The discussion was co-sponsored by the Silicon Valley Chamber of Commerce, U.S. Chamber of Commerce, and the TeleCONSENSUS coalition and was held at the Fairmont Hotel in San Jose.

Kirkland, the only participant representing the competitive local exchange carrier community, was joined by representatives from Cisco, AT&T, the Broadband Institute of California, and the California Cable and Telecommunications Association.

The discussion focused on strategic and regulatory issues facing the telecommunications industry and their effects on American businesses. Representative George P. Radanovich (R-CA-19) was also present to share how telecommunication reform can lead to economic gain.

“Recent regulatory stability has enabled Covad to continue to invest in new and innovative technologies and services, including our line-powered voice trial with Earthlink, cutting-edge VoIP services for small and medium enterprises, and broadband wireless,” said Kirkland, “The pro-competitive network access requirements that support these initiatives are not broken, and don’t need to be fixed.”

Bill Kovacs, the U.S. Chamber’s Vice President of Environment, Technology, and Regulatory Affairs, led the panel discussion.
