Full Disclosure Network: L A City Channels To Seize Public Channels...Time Warner Windfall


Los Angeles, CA. Full Disclosure Network® presents an exclusive video report (12 min) covering the L. A. City plan that will drastically reduce community participation on public access cable channels. For 20 years 14 channels were dedicated for public use and First Amendment programming. A new 2007 state law (DIVCA) has placed the channels under the City’s control.

The City’s plan makes no provision for dedicated channels for public use. The Council Committee on Information Technology Agency & General Services (ITAGS) on Tuesday, November 11, 2008 approved a recommendation that apparently has the backing of Mayor Antonio Villaraigos and after sitting in committee for two years an ITA staff member presented a report at the first public hearing before Council Committee members Bernard Parks and the Chairman, Tony Cardenas who appears in the video to be surprised about the impending death of the public access cable channels.

Under the City plan, Time Warner will apparently go unchallenged regarding the closing of all fourteen public access cable studios and channels previously required under cable franchise agreements. Instead, the city is opting that Time Warner provide only four public channels to be controlled by the government. Local public cable television producers who oppose the city’s seizure of the channels are looking into to legal action to restore the 14 public channels.

With little public notice just before the Thanksgiving Holiday, while the public and mainstream media is distracted, the full Council has decided to hold a hearing and a vote on Tuesday, November 25 (agenda item 16) to ratify the Council Committee’s action.
