TestAmerica Evaluates the Current Trends for Vapor Intrusion at the Florida Section A&WMA Conference

William Elcoate, TestAmerica’s Air Product Manager, will discuss aspects of ensuring data quality in Vapor Intrusion (VI) investigations and testing methods for landfill gas evaluation. Mr. Elcoate’s presentations will be given at the 45th Annual Florida Section Air & Waste Management Association’s (A&WMA) Conference & Exhibition in Crystal River, FL on October 12-14, 2008.

The EPA published OSWER Draft Guidance for Evaluating the Vapor Intrusion to Indoor Air Pathway from Groundwater and Soils (Subsurface Vapor Intrusion Guidance) EPA530-D-02-004 in November 2002. In the years since then as empirical data from Vapor Intrusion investigations has been published, it has become evident that the Vapor Intrusion pathway is significantly more complex to evaluate than indicated by the original EPA Guidance. The Interstate Technology Regulatory Council (ITRC) published a guide in 2007, proposing more of a comprehensive approach to VI investigations. Many states are currently updating or have published new guidance drafts. A review of recent state documents will be presented, in addition to evaluating future regulatory trends that are starting to develop. The presentation will also discuss the best practices and practical considerations for pre-project planning, sampling & analysis, and the challenges of collecting representative data, where many variables can affect the reported data.

Mr. Elcoate’s second presentation will review the methods used for landfill gas analysis. A brief overview of the regulatory environment surrounding the evaluation of gaseous emissions and procedures to ensure that data results are relevant and representative will be presented. The chemical analysis of Landfill Gas is rising in importance with the increased development of LFG to Energy projects.

Mr. Elcoate has over 20 years of experience in the environmental testing industry and is currently a technical and regulatory expert for TestAmerica’s Air Testing Program. He has been actively involved in Vapor Intrusion seminars across the nation.
