Taiwan Premier Frank Chang-Ting Hsieh and NeuStar President and COO Mike Lach Launch Taiwan’s Number Portability Administration Center

WASHINGTON, D.C. – Taiwan’s Premier Frank Chang-Ting Hsieh and Transportation and Communications Vice Minister Nuan-Hsuan Ho, together with NeuStar President and Chief Operating Officer Mike Lach, today launched Taiwan’s Number Portability Administration Center (NPAC) to enable wireline and mobile customers to retain their phone numbers when switching communications service providers.
Dr. Jen-Ter Chien, Director General of Directorate General of Telecommunications (DGT) and Chairman of Telecom Technology Center (TTC), as well as other senior officials and executives from Taiwan’s service providers, were also in attendance at the launch ceremony held today in Taipei.

Taiwan’s NPAC will disseminate telephone network information used by communications service providers to properly route voice and data traffic between networks throughout Taiwan.

In January 2005, NeuStar was awarded an exclusive five-year contract to develop, implement and support Taiwan’s NPAC. Through an open, competitive RFP process, NeuStar was selected unanimously by a 13-member selection committee, which included representatives from the Ministry of Transportation and Communications; the Directorate

General of Telecommunications (DGT); the Telecom Technology Center (TTC); Taiwan’s five largest wireline and mobile carriers; and the academic community.
NeuStar will now support and maintain Taiwan’s NPAC on behalf of TTC and will continue to work in conjunction with the operator of Taiwan’s NPAC. NeuStar worked with Taiwan’s Computer and Communications Research Labs under the Industrial Technology Research Institute and Systex Corporation to launch, support and maintain Taiwan’s NPAC.
Currently, NeuStar’s NPAC processes in excess of 14 million transactions monthly. Since being awarded its first contract to provide number portability services in 1996, NeuStar has increased the number of services that it performs for the communications industry, including the management of telephone numbering resources in its capacity as the North American Numbering Plan Administrator and National Pooling Administrator; operation of the authoritative registry for the .US Internet domain name under its contract with the U.S Department of Commerce; operation of the authoritative registry for Common Short Codes on behalf of the Cellular Telecommunications Industry Association; and providing Root DNS services on behalf of the GSM Association.
In addition, through its NeuLevel subsidiary, NeuStar operates the authoritative registry for the .BIZ Internet domain name under its contract with the Internet Corporation for Assigned Names and Numbers, and acts as the exclusive provider of

wholesale registration services for the .TW (Taiwan) and .CN (China) Internet domains for all regions outside of Taiwan and China respectively.
