Defense Information Systems Agency Uses HP Software to Optimize SOA Interoperability

HP today announced that the Defense Information Systems Agency (DISA) is using the company’s software to optimize service-oriented architecture interoperability and to certify services across the U.S. Department of Defense (DoD).

Service-oriented architecture (SOA) is an approach to delivering IT services in a secure and manageable way that uses loosely connected, reusable and standards-based technology that can be quickly aligned to changing business needs.

DISA is a combat support agency responsible for planning, engineering, acquiring, fielding and supporting global IT solutions to serve the needs of the U.S. President, Vice President, Secretary of Defense and other DoD components. One of DISA’s major initiatives is the transformation across DoD to “Net-Centric Solutions” to enable shared situational awareness and collaboration across agencies and make data immediately available to those that need it. As the central enterprise architecture group for DoD, DISA is using the tenets of SOA to enable this transformation.

Following an award in April 2005 to provide Systinet Registry technology to DISA’s Net-Centric Enterprise Services Program (NCES), DISA selected Systinet 2 as the foundation for Net-Centric SOA governance to make sure that services can be shared across agencies. The Federated Development and Certification Environment (FDCE), based on Systinet 2, provides the policies, processes and infrastructure to allow services to be progressively refined, tested, evaluated and certified in increasingly rigorous situations leading to operational deployment.

“We have completed a successful pilot of NCES, our certification program, using Systinet 2,” said Robert Vietmeyer, chief technologist, Net-Centric Enterprise Services, DISA. “Systinet 2 provides the visibility, trust and control required to govern a shared services environment like NCES. This environment will enable DoD to share better quality information more quickly, greatly strengthening the capabilities of members of the armed forces, policy makers and those who assist in their missions.”

Merlin Technical Solutions, an 8(a) veteran-owned small business software reseller and services provider, helped secure this contract.
