Jose Daniel Duarte Camacho Says Compliance and Player Protection Will Define the Future of iGaming Operations

The next stage of iGaming will be defined not only by technology and market growth, but by operators’ ability to protect consumers, comply with evolving regulations and maintain accountable operations, according to entrepreneur and iGaming operations specialist Jose Daniel Duarte Camacho.

Official figures from the UK Gambling Commission illustrate the scale of the regulated industry. Gross Gambling Yield in Great Britain reached £16.8 billion during the year ending March 2025, an increase of 7.3% from the previous year. Remote casino, betting and bingo generated £7.8 billion, including £5 billion from online casino games.

Duarte Camacho says this expansion places greater responsibility on operators to build compliance and consumer safeguards into every part of their operations.

“Sustainable iGaming operations must be designed around accountability,” said Jose Daniel Duarte Camacho. “Growth cannot come at the expense of consumer protection, regulatory compliance or public trust. The operators positioned for long-term success will be those that treat safer-play controls, financial integrity and transparent governance as core operational capabilities.”

Compliance Is Becoming an Operational Priority

Regulators are increasing their scrutiny of licensed operators. During its 2024–2025 reporting period, the UK Gambling Commission conducted more than 9,700 compliance activities, compared with approximately 4,200 during the previous year. It also took enforcement action against 24 operators, resulting in £4.2 million in fines or regulatory settlements.

Duarte Camacho, whose experience encompasses iGaming, e-commerce, FinTech, business agility and operational leadership, says compliance should not be treated as a periodic legal review. It must be incorporated into product design, customer monitoring, payment processing, employee training and executive decision-making.

Operators should maintain clear ownership of compliance risks, document their decisions and regularly test whether their controls work in real-world conditions.

Responsible-Play Measures Are Expanding

The European Gaming and Betting Association reported that its members sent 100 million safer-gambling messages to customers during 2024—a 48% annual increase.

Duarte Camacho says the figure demonstrates a broader movement toward proactive communication. However, the effectiveness of responsible-play programs should be measured by more than the number of messages delivered.

Organizations must evaluate whether customers understand available safeguards and can access tools such as spending limits, account breaks and self-exclusion without unnecessary barriers. These systems should function consistently across every brand and platform operated by the same company.

A 2025 thematic review by the Malta Gaming Authority examined self-exclusion practices across 20 licensees and 58 active websites, highlighting the importance of testing how protections operate in practice.

“Responsible-play tools cannot exist simply to satisfy a checklist,” Duarte Camacho said. “They must be accessible, reliable and supported by employees who are trained to recognize risk and respond appropriately.”

Five Priorities for Responsible iGaming Operations

Duarte Camacho identifies five operational priorities for regulated operators:

• Effective age and identity verification: Apply robust controls designed to prevent access by minors and detect fraudulent accounts.

• Responsible-play systems: Provide accessible safeguards and establish procedures for identifying potentially harmful behavior.

• Anti-money-laundering controls: Monitor transactions, investigate relevant warning signs, and maintain accurate compliance records.

• Secure data governance: Protect personal and financial information while defining how customer data and automated systems may be used.

• Independent testing and accountability: Regularly examine whether safeguards perform as intended and assign clear responsibility for correcting failures.

​Technology Must Support Human Accountability

Artificial intelligence and real-time analytics can help operators identify unusual transactions, possible account fraud, and patterns that may require a responsible-play review. Duarte Camacho cautions that automated systems should assist trained professionals—not replace human judgment or accountability.

Models must be monitored for accuracy, supported by reliable data, and reviewed whenever they influence decisions affecting customers. Operators should also be capable of explaining how important decisions are made and providing appropriate human review.

“Technology can identify risk faster, but people and organizations remain responsible for what happens next,” Duarte Camacho added. “Innovation is valuable only when it strengthens protection, transparency and operational discipline.”

As regulatory expectations continue to evolve, Duarte Camacho believes responsible operations will become a defining competitive standard. Companies that integrate compliance, consumer protection and financial integrity into their business models will be better prepared to maintain regulatory confidence and operate sustainably.
