Secihti and AMD to Develop AI and Supercomputing Talent in Mexico

• Through the signing of a memorandum of understanding between the Ministry of Science, Humanities, Technology and Innovation (Secihti) and AMD, the parties aim to consolidate a national ecosystem for innovation, scientific research and the development of specialized talent in artificial intelligence, supercomputing and frontier technologies.

• Celina Peña Guzmán, undersecretary for Technology Development, Partnerships and Innovation at Secihti, and Keith Strier, senior vice president of Global AI Markets at AMD, highlighted the potential of this collaboration to strengthen Mexico’s scientific and technological sovereignty.

The Ministry of Science, Humanities, Technology and Innovation (Secihti) of Mexico and AMD signed a memorandum of understanding aimed at strengthening Mexico’s scientific and technological capabilities in strategic areas such as artificial intelligence, high-performance computing, semiconductors, scientific research, the development of specialized talent and activities that encourage interest in scientific careers.

The agreement will promote knowledge exchange and the development of specialized talent, while facilitating the identification of areas for collaboration that contribute to the development of technology infrastructure and the consolidation of a national innovation ecosystem.

The agreement, signed by Celina Peña Guzmán, Secihti’s undersecretary for Technology Development, Partnerships and Innovation, and Keith Strier, senior vice president of Global AI Markets at AMD, will enable Secihti and AMD to coordinate academic activities, workshops, seminars and initiatives aimed at strengthening Mexico’s scientific and technological development.

Representing Secihti Secretary Rosaura Ruiz Gutiérrez, Celina Peña Guzmán emphasized that through this agreement “we are not merely seeking to adopt tools created elsewhere. We want the knowledge, talent and infrastructure available in our country to work together to develop domestic solutions, build new capabilities and contribute to the well-being of the population.”

Examples include projects championed by President Claudia Sheinbaum Pardo and Secretary Rosaura Ruiz Gutiérrez, most notably the Coatlicue supercomputer and the National High-Performance Computing and Artificial Intelligence Cluster. These initiatives seek to strengthen Mexico’s scientific and technological sovereignty, accelerate research and expand nationwide access to advanced AI and supercomputing capabilities.

Undersecretary Celina Peña Guzmán added that the collaboration with AMD establishes a valuable framework that will translate into lasting capabilities, a better-prepared workforce, more connected institutions and projects with a greater likelihood of becoming Mexican-developed technology and innovation.

Keith Strier said, “AMD is proud to collaborate with Secihti at this pivotal moment for scientific and technological advancement. High-performance computing has become essential to progress across fields ranging from energy and biology to climate and materials science, giving researchers the tools to tackle increasingly complex challenges and accelerate discovery. This memorandum reflects a shared commitment to building the computing capabilities needed to enable the next generation of scientific breakthroughs in Mexico, and helping researchers move from ideas to discovery faster.”

Marco Moreno Ibarra, Secihti’s director general for Development, Technology Transfer and Innovation, said, “This collaboration will support the coordination of specialized talent development, the sharing of best practices and the identification of key projects in artificial intelligence and high-performance computing. Our goal is to establish a continuous pathway: from knowledge exchange to expert training, and from there to projects with significant nationwide impact.”

Hiram Monroy, sales director for Spanish-speaking Latin America at AMD, said the agreement will promote knowledge exchange, technical collaboration, specialized training and the development of initiatives that strengthen Mexico’s research, education and innovation ecosystem.

Undersecretary Celina Peña Guzmán was accompanied by Eduardo Guerrero Villegas, head of Secihti’s Legal Affairs Unit, who discussed the contents of the memorandum. Keith Strier was accompanied by Eduardo Guadarrama, AMD High-Performance Computing and Artificial Intelligence segment leader for Mexico.
