Alstom marked a key milestone in its development in Portugal with a groundbreaking ceremony held in the Porto region, reaffirming its commitment to establishing a long-term industrial presence in the country as part of its contract with Comboios de Portugal (CP) for the supply of 153 commuter and regional trains. This initiative represents a significant step in structuring a new rail industrial hub in Portugal and in developing the country’s role within Alstom’s European industrial network.
The groundbreaking ceremony was attended by the Prime Minister of Portugal, Luís Montenegro; the Minister of Infrastructure and Housing, Miguel Pinto Luz; the President of CP, Pedro Moreira; the President of Alstom Europe, Andrew DeLeone; and the Managing Director of Alstom Portugal, David Torres.
The project is fully aligned with Alstom’s strategy to optimise its industrial footprint by aligning production capabilities with market demand and supporting the efficient execution of major contracts.
By anchoring part of the production closer to the Portuguese market, Alstom enhances operational efficiency, reduces logistical complexity and secures delivery performance, while contributing to the development of a strong rail industrial base in the country.
This project reflects Alstom’s long-term commitment to Portugal and supports the execution of the contract signed with CP for the delivery of 153 trains, contributing to the transformation of rail mobility in the country.
Alstom develops a new rail industrial hub in Portugal
More than just an industrial facility, this project illustrates Alstom’s strategy to deploy its industrial capabilities in a targeted and efficient manner, in close proximity to customer needs.
The project will contribute to strengthening Portugal’s railway sector and fostering long-term economic development.
Located in Matosinhos, Porto Region, the site will cover more than 20,000 square metres and will be equipped with state‑of‑the‑art production technologies. The construction will be carried out in partnership with Portuguese civil works company DST.
By developing local production capabilities, Alstom supports a more resilient and agile supply chain while enhancing its overall industrial efficiency.
The project is expected to create around 300 direct jobs and more than 1,000 indirect jobs, contributing to the development of local skills and expertise in the rail sector.
A total of 81 trains will be manufactured in Portugal, reinforcing local industry and enabling the creation of a strong rail ecosystem in the country.
During his speech, the Prime Minister of Portugal, Luís Montenegro, highlighted: “This collaboration with Alstom is a clear reflection of the industrial ambition and technological capabilities we are advancing in Portugal. For a rail project of this magnitude to be viable, it requires strong alliances with reliable, long-term partners. Together, by combining the scale of leading European players with the outstanding engineering and talent of our national academic community, we are laying the foundations for the mobility of the future.”
“This is transformative project, which will mark a before and after in the mobility of our passengers. Thanks to this initiative, we will deliver a more modern, efficient and accessible service, and we will proudly be able to say that we are travelling on Portuguese trains, manufactured in Portugal. They will undoubtedly be our trains and a symbol of the future of rail in the country,” said Pedro Moreira, President of Comboios de Portugal (CP).
“This project goes far beyond an industrial milestone: it plays a key role in delivering the CP contract under optimal conditions, while supporting the development of local capabilities and enhancing our overall execution performance,” said Andrew DeLeone, President of Alstom Europe.
“Local capabilities will play a key role in supporting the efficient delivery of the CP contract, while contributing to skilled jobs and a more competitive and sustainable rail industry aligned with the needs of the Portuguese market,” added David Torres, Managing Director of Alstom Portugal.
Next-generation trains
The new three-car trains, with capacity for up to 450 passengers, have been specifically designed for the Portuguese market and combine high standards of sustainability, accessibility and passenger comfort.
They will feature step-free access, level floors, Wi‑Fi connectivity and dedicated spaces for wheelchairs and bicycles, significantly enhancing the passenger experience. Developed under eco-design principles, the trains will achieve a recyclability rate of over 95%, contributing to the decarbonisation of transport.
Alstom Portugal
Alstom has been present in Portugal for more than 30 years. Today, two out of every three trains operating in the country are manufactured by Alstom or incorporate Alstom technology, including high-speed, regional, metro and commuter trains. In the digital domain, more than 1,500 km of the Portuguese rail network and over 500 onboard units are managed by Alstom’s ATP* system (Convel), a signalling solution developed specifically for the Portuguese market. In urban mobility, Alstom supplied the signalling system for Metro do Porto and manufactured the first 102 trains currently in operation on the network. Alstom also supplied the ATP system installed onboard the 18 trains recently acquired by the operator.
