HP Launches DRAGON to Help Telecoms Manage Data in Fight Against Global Terrorism, Crime and Drugs

HP today announced a new data retention solution for telecommunication service providers that are being asked by governments to join the fight against global terrorism, organized crime and drug trafficking.

The world’s service providers face a formidable challenge as many might be asked by governments to collect and store data from a variety of sources, such as fixed and mobile telephony, email and voicemail, Internet usage, IP (Internet Protocol) telephony, text messaging, and even usage of custom calling features such as call waiting, three-way calling and call forwarding.

This means the typical network operator might be storing billions of daily call records and event transactions. Though actual content is not stored, the volume could easily add up to hundreds of terabytes of data storage each year – and could accumulate for multiple years depending on local requirements.

The HP Data Retention and Guardian ONline (DRAGON) solution goes beyond conventional storage. It is a comprehensive solution designed specifically for service providers that need a scalable system that enables them to capture massive volumes of voice and data traffic on their networks, retain it for months and years, and retrieve selected records – almost in real time – if asked by government agencies. The system also has robust security features to protect individual privacy.

HP DRAGON is currently deployed with seven telecom service providers in Italy and Turkey. The European Union has approved data retention requirements and its 27 member nations are incorporating the legal framework into national legislation.
“The HP solution was integrated into our existing infrastructure, and we now have the flexibility to meet data retention requirements that we expect to grow and change,” said Luca Rizzo, chief security officer, FASTWEB S.p.a. “FASTWEB respects the laws and norms of law enforcement agencies, and is committed to combating crime and terrorism, and at the same time, protecting the privacy of our customers. HP expertise and products have been a valuable tool in our efforts.”

FASTWEB is one of Italy’s most innovative operators, providing “triple play” services – TV, telephony and Internet – to more than 1 million individuals and businesses.

“HP is entering this emerging market as one of the early leaders,” said Fernando Elizalde, senior industry analyst, Frost and Sullivan. “Governments are starting to place large and complex burdens on carriers, and they need help from experienced partners. HP, with its dual IT and telecom expertise – and seven installations already – is clearly gaining traction in the market.” Elizalde discusses the data retention market in depth in a video interview available at

HP taps IT and telecom expertise to create data retention solution

DRAGON leverages HP’s 30 years of experience in telecom networks and 10 years of experience in the retention of call detail records.

The solution architecture, based on recognized industry standards, provides a high degree of flexibility and scalability to accommodate growth and changing requirements. Also, it is designed to integrate with existing network equipment, mediation systems and other business and operational support systems.
To handle inquiries from law enforcement agencies, the solution features a multi-tier data archive, a powerful search and retrieval engine, and prioritization intelligence – all of which combine to deliver the required information, quickly and efficiently.

Security features are enabled through powerful user authentication controls as well as data and document encryption. All operations are fully auditable.

“This is a massively complex task, and service providers need a partner that can deliver a complete, integrated solution,” said Sebastiano Tevarotto, vice president and general manager, Communications, Media and Entertainment, HP. “There are only a few companies in the world that can handle this job, and HP, with seven customers already, has proven it’s at the top of the list.”

The HP DRAGON offering consists of a wide variety of products and services, including HP Integrity servers, HP ProLiant servers, ATCA-based HP blade servers, HP ILM Tiered Storage solutions including HP StorageWorks XP Arrays, HP StorageWorks Enterprise Virtual Arrays, and nearline and offline storage products, HP DRAGON software, HP BSS software, and HP services and support.

The solution also includes important technologies from industry leaders such as Cisco (application-aware networking) and Oracle (database).
