Encouraging evidence of momentum in negotiations at COP30

With the second week of negotiations now underway at COP30, WWF is encouraged by an announcement by the Brazilian Presidency that they will move forward with two ‘packages’ for consultation this week.  

The first package will include the critically important topics of climate action shortfall, finance, trade and transparency reports, among others, with the Presidency intending to present the package for discussion on Tuesday. A second package will be presented later in the week and will cover the more technical negotiating areas. 

This suggests there is momentum in the discussions in Belém. Although there remains a lot of work to be done in the remaining days of COP, the spirit of constructive engagement seen during week one allowed countries to gain a better understanding of their respective positions. 

Manuel Pulgar-Vidal, WWF Global Climate and Energy Lead, and COP20 President, said: “The announcement today by the COP Presidency to advance two negotiation packages is encouraging evidence of momentum. Decisive political leadership will be required to get back on track to the 1.5°C Paris Agreement temperature limit. 

“COP30 could make history by agreeing on roadmaps for both a transition away from fossil fuels and to combat deforestation. It must also respond to the emissions gap in national climate plans, and make advances on finance, including to help countries adapt to climate change. 

“The Leaders’ Summit brought positive news for forests with the launch of the Tropical Forest Forever Facility, but countries can go further by securing a broader nature package for the well-being of communities and the natural world.” 

The launch of the Tropical Forest Forever Facility at the Leaders’ Summit saw a number of countries pledging to invest in keeping forests standing with US $5.5bn starting capital. Forests are also present at the political level, including in the plans for a revamped Global Action Agenda. President Lula’s request to COP to design a roadmap to end deforestation by 2030 was a key moment – WWF urges Parties meeting here in the Amazon to find the political will to protect and restore forests for future generations.  

Mauricio Voivodic, WWF-Brazil Executive Director said: “The first week of COP30 revealed a far more structured and integrated Action Agenda within the formal negotiations. The Brazilian Presidency has succeeded in opening broader spaces for dialogue, presenting concrete proposals and pathways to confront the most critical issues.  

“But time is running out. We are approaching the Amazon’s tipping point, when the degradation becomes irreversible, and once we cross it, keeping the 1.5°C goal within reach becomes virtually impossible.  

“For WWF-Brazil, it is imperative that Parties deliver a clear, ambitious, and actionable roadmap to accelerate the energy transition, and to end deforestation and conversion by 2030”.
