Tietoevry Create selected as framework agreement supplier for the Finnish Digital and Population Data Services Agency – Strong position in mobile development

Tietoevry Create has been selected as a new framework agreement partner for the Digital and Population Data Services Agency in two technology areas through a comprehensive IT expert services tender.

Tietoevry Create achieved a significant first place ranking in the technology area – 3C: Android, iOS, Kotlin/Java/Swift – where two suppliers were selected. The estimated annual scope of this area is 1,000–4,000 person-days. This area includes, among other things, the Suomi.fi Messages mobile apps and the development of the European Digital Identity Wallet (ILO project). Tietoevry Create’s expert team received the highest score in the team evaluation for this area.

In another technology area – 1A: NodeJS, TypeScript/JavaScript – which is the largest in the tender, Tietoevry Create ranked fourth among the seven selected suppliers. The estimated annual scope of this area is 12,000–20,000 person-days. The service areas for Digital and Population Data Services Agency in this category include the PIS modified data interface transformation and the OIVA project.

Tietoevry Create participated in three of the five areas in the tender, with a total estimated value of approximately EUR 250 million. Procurement decisions have now been made in two of these areas. The new contract period is expected to begin in August 2025. While the framework agreements are valid until the end of 2030, the related assignments may continue until the end of 2031.

The procurement volumes and values presented in the request for tenders are estimates by the Digital and Population Data Services Agency, and the contracting authority is not obligated to make purchases of a specific volume. Tietoevry Create received the procurement decisions for the two areas on June 11, 2025. The decisions become legally binding after the appeal period under the Finnish Procurement Act has expired.
