New Final Rule Requires Lead Water Pipe Replacement within 10 Years and Additional Funding for Puerto Rico

The U.S. Environmental Protection Agency (EPA) recently announced a new final rule requiring drinking water systems across the country to identify and replace lead pipes within 10 years.
The Lead and Copper Rule Improvements (LCRI) also require more rigorous testing of drinking water and a lower threshold for communities to take action on lead in drinking water. The final rule should improve communication within communities so that people are better informed about the risk of lead in drinking water, the location of lead pipes, and plans for replacing them.
According to the EPA:
Alongside the Lead and Copper Rule Improvements, EPA is announcing $24,898,000 in newly available drinking water infrastructure funding for Puerto Rico through the Bipartisan Infrastructure Law. This funding will flow through the drinking water state revolving funds (DWSRFs) and is available to support lead pipe replacement and inventory projects.
“This is good news for residents of Puerto Rico as some 9 million homes are served through legacy lead pipes across the entire country, according to EPA estimates,” said Harry Pena, President of Zimmetry Environmental. “Unfortunately, these lead service lines can still be found right here in Puerto Rico and many other islands across the Caribbean where lead can enter the water supply. This occurs when plumbing materials that contain lead, such as service lines, leach the toxic heavy metal into the water people drink.”
