Dr. Joseph B. Rukanshagiza is a professor emeritus at The Sage Colleges in Albany and Troy, New York. He was born in Kabale town, Kigezi district, Uganda. He attended Muchahi and Kashaki primary schools, junior secondary school at St. Mary’s College, Rushoroza, and senior secondary school at St. Leo’s College, Fort Portal.

He obtained his first degree at Siena College in Loudonville, New York. He continued his studies at the State University of New York at Albany. He gained a master’s degree in sociology with an emphasis in political sociology and another master’s in regional and urban planning, MRP. A Ph.D. in Political Development and Africa followed these from SUNY Albany’s Department of Sociology.

Dr. Rukanshagiza’s extensive teaching career began as a lecturer at Nsamizi Training Institute, Entebbe, Uganda. He then taught at the College of St. Rose, Albany, New York, and North Adams State College, now known as the Massachusetts College of Liberal Arts, in North Adams, Massachusetts. In addition, he has taught at Schenectady Community College, Siena College, and graduate courses at SUNY Albany in the Department of African American Studies. Specific courses are taught on African political thought, pan-Africanism, and race theory.
