Pennsylvania’s 8 County South Central Regional Counter Terrorism Task Force gets ready to beta test the Incident Collaborator™ Region-wide

Pennsylvania’s South Central Regional Counter Terrorism Task Force, made up of Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry, and York Counties and which includes the state capital city of Harrisburg, are preparing to implement an enterprise version of the Incident Collaborator™ (IC) starting in the second quarter, 2007.

The IC provides a platform for communication, incident management, and incident command structure support. Loaded with ICS forms and all positions within the Incident Command Structure, On Scene commands and Multi Agency Coordinating Centers (MACCs) can collaborate to support the incident objectives. The IC’s operational protocols follow the standards defined by NIMS and recommended by the NIMS Integration Center.

An integrated resource management capability enables resource inventory management, resource requests, ordering, resource check in, and demobilization. Personnel certifications can be maintained through the system.

The system is developed on the .NET framework and can be integrated with ESRI ArcGIS 9.2 for advanced mapping capabilities. All notifications out of the system are based on the OASIS EDXML and CAP standards. The system also supports message delivery and receipt from the state incident management system known as PIERS.
