New California Law Prohibits the Sale and Manufacturing of Endpoint Plumbing Devices that Fail to Meet Lead Leaching Standard

In October, California Governor Gavin Newsom signed into law Assembly Bill 100. Effective January 1, 2023, AB 100 prohibits anyone from manufacturing, and offering for sale in the state, an endpoint plumbing device that does not meet a certain lead leaching standard. It also requires consumer-facing product packaging or product labeling of an endpoint device to bear specified lettering if the endpoint device meets the lead leaching standard and the legislation’s definition of “lead free.”

AB 100 describes an endpoint device as a single device, such as a plumbing fitting, fixture, or faucet, which is typically installed within the last one liter of the water distribution system of a building. These include hot and cold water dispensers, drinking fountains and bubblers, remote chillers, residential refrigerator ice makers, and various faucets.

“Lead is rarely found in source water, but it can enter the water supply as it comes in contact with plumbing materials that contain it,” said Michael Chapman, Laboratory Manager at LA Testing’s Huntington Beach facility. “In some circumstances, lead enters tap water through the corrosion of these materials, which can include service lines. Lead can also leach from lead pipes, solder, and brass or chrome-plated brass faucets and fixtures that are in the actual home or building, especially when hot water is involved. AB 100 aims to address this risk for the future. Unfortunately, there are still countless faucets and other endpoint devices in use today that could be leaching lead into people’s water.”
