Firm’s Infrastructure Group Leverages Expertise to Accommodate Continued Growth

Walter P Moore’s leadership team within the firm’s Infrastructure Group is expanding. Building on client relationships while leveraging talent and area expertise, the team is projected to continue extensive global growth.

With over 40 years of experience, Charlie Penland has actively grown the Civil and Water Resources groups while developing young engineering minds as a professor at Rice University. Widely known for his contributions in these practice areas, Penland is sought after for speaking engagements, consultations, and world-wide flood protection design. He recently stepped into a Director of Business Development role for the Infrastructure Group, managing key client relationships and developing strategic business development and marketing initiatives.

Manoj Adwaney assumed the role of Director of Civil Engineering. Specializing in master planning and site plan design for education, science and technology, and healthcare projects, Adwaney is also instrumental to the growth and development of Infrastructure capabilities within the Pune, India office. He has been with the firm since 2000, is an alumnus of Leadership Houston Class XXIX, and is an active participant on the firm’s Business Development Steering Committee.

Adwaney is supported by Doug Coenen, Civil Engineering Business Development Manager, and Julianne Birdsall, Civil Engineering Operations Manager. Passionate about building client relationships, Coenen will continue to grow civil engineering in several market sectors including the Federal and Forensics markets. His diverse range of design experience includes civil/site design, roadway design; water main and sanitary sewer main design; as well as hydrology and hydraulics. Additionally, Birdsall focuses on the advancement of operational improvements. She has worked on various campus master plans, site developments, and flood mitigation projects serving clients ranging from Medical/Research Institutions within the Texas Medical Center, Rice University, Hermann Park, to private developers across the Greater Houston Metropolitan area.

Ted Vuong serves as the Managing Director of Houston Civil Engineering. With the firm since 1998, Vuong has experience in analysis, design, and project management. Vuong served as the project manager of large site development projects for commercial, higher education, and healthcare campuses. He has led many high-profile projects, including the Houston Zoo; ExxonMobil Spring, Texas campus; and the Walmart Headquarters in Bentonville, Arkansas.

As the Director of Water Resources Engineering, Andres Salazar is experienced in hydrologic and hydraulic modeling, river basin and reservoir operations, and water resources planning as well as planning and feasibility studies for drainage and water supply projects. In 2017, Salazar was named Diplomate of the American Academy of Water Resources Engineers. 

Director of Transportation, Edwin Friedrichs, has developed a diverse portfolio of master planning, transportation planning, site development, and civil, traffic, and transportation engineering projects. Pursuing community involvement both personally and professionally, he is an active member of multiple organizations including the American Council of Engineering Companies, National Society of Professional Engineers, American Society of Civil Engineers (ASCE), and Urban Land Institute.

Thomas Duncan accepted the role of Director of Traffic/ITS/Planning. Since joining the firm in 2015, Duncan has successfully managed numerous complex projects encompassing data collection and forecasting, traffic simulations, and the design, planning, and development of road realignments, rail crossings, and intelligent transportation systems (ITS).
