Once thought to be one of the most affordable places to live, Arizona is in the midst of a housing crisis. According to the National Low Income Housing Coalition, Arizona currently ranks third among the states experiencing the most severe affordable housing shortages in the country. According to Kelly McGowan of the anti-poverty nonprofit Wildfire, 25,000 families were evicted from their homes in Phoenix in 2018, while 45,000 families were evicted across the state of Arizona – a 400 percent jump over the last 10 years. In fact, aside from hard-hit low income earners, even the middle class is struggling as rents have jumped by as much as seven percent since 2018.

What makes the Arizona case quite compelling is the fact that rents, particularly in Phoenix, are growing at an exponential rate while salaries and wages are not. This, in turn, has led to a spike in homelessness by as much as 10 percent, with 9,865 people experiencing homelessness in the state.

The National Low Income Housing Coalition says that to be able to afford a typical two-bedroom apartment in Phoenix, a worker needs to earn almost $20 per hour. Currently, the state minimum wage is set at $11 per hour, while the average Arizona renter earns around $17 per hour. Currently, there is no state-mandated or legal rent cap. Gov. Doug Ducey signed a law preventing landlords from evicting tenants if they partially paid rent with funds from third-party sources, such as churches or charities. But it hasn’t been enough.
