AT&T Announces Plan to Open Region Headquarters in Dubai AT&T Stand — Hall ZA, stand Z-D3, GulfComms ’06 — Dubai International Convention and Exhibition Centre

San Antonio, Texas, November 20, 2006, Dubai — AT&T Inc. (NYSE: T) has announced AT&T is opening a regional headquarters for the Middle East in Dubai. The new headquarters will enable AT&T to work with key local partners and customers more effectively. The initiative underlines the importance the company places on the Gulf as a market.

This announcement comes as AT&T is preparing to participate at GulfComm 2006, where it will be demonstrating its advanced range of Internet Protocol (IP)-based communications services for enterprise customers, along with its regional partner and affiliated company NavLink.

In 2005 AT&T announced the deployment of its network infrastructure in the region, initially in Qatar in cooperation with Qtel and further deployments in the region are planned including in the UAE and Saudi Arabia.

John Vladimir Slamecka, head of AT&T’s operations in Europe the Middle East & Africa, said, “Being at GulfComm provides us with a significant platform to demonstrate our commitment to the region.
