Pemex and the Government of the State of Puebla on the Front Line Against Fuel Theft

Petróleos Mexicanos and the State Government of Puebla, led by Tony Gali, reinforced their joint actions to fight fuel theft in the state. This is achieved using a strategy that covers the various different fronts of the criminal chain of action, and which relies on the permanent exchange of information between the three branches of government.

The Grupo de Coordinación Puebla Segura (Secure Puebla Coordination Group) – which includes the participation of Pemex, the Attorney General’s Office, the Ministry of Defense, the Ministry of Finance and Public Credit, and the Federal Police, as well as the participation of the state government, its security departments and those of the state’s municipalities — reported that, from January 2017 to date, 2002 operations have been performed in the state, resulting in 3,138 secured vehicles, 781 persons delivered to the authorities, the discovery and closure of 1,334 illegal fuel taps, and the recovery of over 6 million liters of fuel.

The governor of Puebla, Tony Gali, and Pemex CEO, Carlos Treviño, agreed to continue their coordinated efforts to fight organized crime on the front lines.

Treviño Medina assured that, “anyone who learns of, purchases or sells stolen fuel and fails to report it, is damaging him- or herself and the country, because to steal from Pemex is tantamount to stealing from Mexico.” Therefore, he assured, there must be zero tolerance towards this crime.

During 2017, 21 service stations were closed in  Puebla because of various irregularities, as well as a failure to prove the lawful origin of the fuel they were selling.

Governor Gali stated that his administration is committed to fighting criminal activity in every aspect, and that it is working with the Federation on the matters of fuel theft. This crime, he said, not only causes harm to the social fabric, but is also a very highly dangerous activity for the communities where it is performed.

On his part, Treviño Medina stated that, in order to confront this problem, Pemex Logística is currently engaged in various actions focused on strengthening the security of the pipeline system, by integrating the latest technology and the use of reference meters to control metering throughout the system and identify points where illegal tapping may occur.

The Pemex CEO urged the general public to anonymously report any irregularities at the nationwide toll-free number 01800 228 9660, as this criminal activity that affects the patrimony of all Mexicans can only be stopped by an alliance of the general public and the authorities.

The coordinated actions carried out by Pemex and the Government of Puebla are part of the Integrated Plan against fuel theft set in motion by the Mexican Government and local governments, to confront this phenomenon that affects the community, the State-Owned Productive Company, as well as the country’s finances.
