About the Author
Raymond W. Empereur, BA, MPA, is a retired non-profit executive. His rich experience spans 30 years, having been executive director and public health administrator for six local public health departments in Northern Illinois and as nonprofit director of a health planning and policy agency based in Rockford. He has taught part-time for the master of public health program at Benedictine University. He currently lives in Rockford with his wife.
