Mr. Cecil’s background includes serving as an associate at Cole, Raywid and Braverman in Washington D.C., regulatory counsel at Teligent, Inc. and most recently as regulatory counsel handling carrier relations on a national basis for Level 3 Communications, LLC.

Mr. Cecil has been admitted to the bar in Colorado, Maryland and Washington D.C. as well as the U.S. District Court in Colorado and the Ninth Federal Circuit Court of Appeals. His telecommunication experience includes working with wireless and wireline carriers across an array of local, state and federal legal and regulatory requirements.
