William Elcoate, TestAmerica’s Air Product Director and technical expert on emerging air regulations, will speak on the latest analytical developments of landfill gas testing at the 1st Annual 2010 Joint ND/SD Solid Waste Conference and Trade Show. The presentation will be given during the week of September 14-16, 2010 in Aberdeen, South Dakota.

The U.S. EPA has been tightening the regulations, requiring additional reporting requirements for volatile emissions from new, operating, and closed landfills. With increasing regulatory attention towards landfill greenhouse gas and air toxic emissions, generating quality data becomes of significant importance. The use of landfill gas as a viable energy resource has also expanded testing methods that are used to evaluate gas characteristics for power system design, as atmospheric emissions may vary. This is dependant on waste materials historically placed in these landfills.

Mr. Elcoate’s presentation will review the regulatory environment surrounding the evaluation of gaseous landfill emissions, address analytical methods, and laboratory procedures to ensure that testing results are relevant and accurately representative.

Mr. Elcoate has over 20 years of experience in the environmental laboratory testing industry. Mr. Elcoate is the technical and regulatory support coordinator for TestAmerica’s Air Programs. His responsibilities include State & Federal regulation review, operational interface, and air program standardization.
