New Lead Rules Could Increase Home Improvement & Remodeling Costs

In just a little over a month homeowners across the country could see the cost of home improvement projects going up. In April, a new rule under the Toxic Substances Control Act will begin impacting contractors performing renovations, repairs and painting projects that disturb lead-based paints.

Contractors will need to be certified and follow specific work practices in residential buildings, child care facilities and schools built before 1978. In many cases these additional costs are expected to be passed on to consumers.

The new regulations are the latest in a series of regulations from federal health officials looking to find ways to prevent or reduce the risk of lead exposure to people, especially children. Lead is of particular concern to young children as their rapidly growing bodies can absorb more lead. Children’s brain and nervous systems are also more sensitive to the lead’s negative health effects.

Building renovation activities such as sanding, cutting and demolition can all create situations that expose children and other occupants to lead dust. For contractors the new rule means they will not only have to pay for the actual certification, but also for additional materials and tools, such as HEPA vacuums, to prevent lead exposure.

The use of lead in paint has been banned for over 30 years, but its past use still impacts the public decades later.
