German Federal State of Rhineland-Palatinate Selects Accenture to Implement Standardized Human Resource Management Platform

KRONBERG, Germany - The German Federal State of Rhineland-Palatinate has awarded Accenture (NYSE: ACN) a three-year contract to transform its current personnel administration and payroll system into an integrated and standardized human resource management platform. The new platform will make personnel administration and payroll accounting of the Federal State more efficient and constitutes a significant pre-requisite for complying with future requirements for the state.

The new platform, named IPEMA©, is based on the integrated human resource management solution SAP ERP Human Capital Management. The scope of Accenture’s work includes replacing 26 disparate information systems with a single integrated solution which supports the standardization of business processes in Rhineland-Palatinate’s government offices.

Accenture will customize the SAP software to meet the requirements of Rhineland-Palatinate’s existing IT system landscape and the data of 150,000 employees will be transferred to the new platform as part of the implementation. The users of the new platform will also be trained by Accenture. The work commenced in July 2009 and will run until April 2011.

IPEMA will be implemented in close collaboration with the Central Office for IT and Multimedia in the State’s Department of the Interior and for Sports and the State’s Treasury Department.

“The new platform is designed to reduce operating expenditure and deliver improved handling,” said Assistant Secretary of the State’s Department of the Interior and for Sports Juergen Haefner. “In the future staff data will be stored and updated in one place, adhering with the fundamental principle of single recording and multiple use. As a result, there should no longer be the problem of transfer errors or outdated databases.”

The system will be centrally operated in the data centre of the State Department for Data and Information and made available to the government departments of the Federal State of Rhineland-Palatinate via the state-wide platform “rlp-Netz”.
