QUALCOMM Announces Open Call for Submissions for BREW 2007 Developer Awards

SAN DIEGO — October 30, 2006 — QUALCOMM Incorporated (Nasdaq: QCOM), a leading developer and innovator of advanced wireless technologies and mobile data solutions, today announced an open call for submissions for the BREW® 2007 Developer Awards. BREW publishers and developers are invited to submit their top BREW applications for consideration by completing an online entry form and providing a demo of their application. The submission deadline is February 28, 2007. Finalists will be announced on the BREW 2007 Web site on May 21 and winners will be revealed at the awards ceremony hosted during the BREW 2007 Conference, being held June 20 - 22, in San Diego at the Manchester Grand Hyatt. The BREW 2007 Developer Awards program consists of the following eight categories:

* Best Up and Coming Application
* Best Public Service Application (new category)
* Best Business or Productivity Application
* Best Location-Based Service Application
* Best Community Application (formerly Best Communications Application)
* Best Entertainment Application
* Best Game Application
* People’s Choice Award

Added to this year’s awards program is the Best Public Service Application category, which represents those BREW applications created to strengthen the economic and social development of underserved communities across the globe through the use of 3G wireless technology. QUALCOMM also has updated the Best Community Application category (formerly Best Communications Application) for BREW applications designed to encourage social networking or improve communications such as blogging, email, instant messaging or image/photo-sharing.

Except for the Best Up and Coming Application category, which is reserved for pre-commercial BREW applications, any application that is commercially available by February 28, 2007, from an operator offering BREW products and services, is eligible for submission. For the Best Public Service Application category, both pre-commercial and commercial entries will be considered.

An anonymous panel of wireless industry experts from around the world will evaluate entries. Using a “scorecard” system for each entry, judging will be based on the following criteria: ease of use, originality, “cool” factor, features and likelihood of success (for pre-commercial entries in the Best Up and Coming Application and Best Public Service Application categories) or shows evidence of success (for all other categories). Three finalists per award category will be selected based on a points system. Finalists in all categories, excluding Best Up and Coming, will then be eligible for the People’s Choice Award, the winner of which is selected based on votes cast by conference attendees.
