Douglas County Colorado Awards Design-Build Project to Swinerton Builders, klipp Architecture

Integrated project approach provides benefit for county government

Denver, CO – August 2, 2012 – The Douglas County Board of Commissioners unanimously selected the design-build team of Swinerton Builders + klipp | RGA for the expansion of the Robert A. Christensen Justice Center Detention Facility in Castle Rock. 

The design-build team is led by Swinerton Builders.  The architect for the project is Denver-based klipp, a division of gkkworks.  Assisting the team is Ricci Greene Associates, a specialist in the programming, planning and design of justice facilities.

Design-build is a project delivery method in which the design and construction services are contracted by a single entity and relies on a single point of responsibility.  The benefits of design-build are that it minimizes risk for the project owner and reduces the delivery schedule by overlapping the design and construction phases.

“The advantages of design-build are numerous, but the biggest benefits to Douglas County will be that they get a new parking structure, a new medical facility, and renovations to their existing jail faster and with less operational impact than if the same project was completed using any other type of contract approach,” said Scott Conrad, Swinerton Builders Colorado Division Manager and Vice President.

The design-build team and Douglas County will utilize a collaborative integrated project approach to identify goals and strategically plan the project. 

“Our team provides Douglas County with professionals experienced in complex design-build projects, and knowledgeable of the challenges of designing and constructing a parking structure and medical facilities on an occupied site where safety and security are paramount,” said klipp Principal Brian Klipp.  “All of our team members have a successful history of providing excellent service to repeat-client Douglas County.”

Design on the project begins immediately and will include the use of 3D Building Information Modeling (BIM), including 4D scheduling and 5D cost estimating, to better integrate all design and engineering disciplines, plus improve construction coordination and scheduling through the virtual environment of the model.

Construction of the parking structure will commence in February 2013; building of the new health services medical facility will start in July 2013; and the jail renovations will begin June 2014.  The project will complete in October 2014.

Additional design-build team members include S.A. Miro, structural engineer; ME Engineers, mechanical, electrical and plumbing engineers; Harris Kocher Smith, civil engineer; studio Insite, landscape architect; Shem Milsom Wilke, low voltage, acoustics and IT consultant; and Latta Technical Services, security consultant.
