WHO Framework Convention on Tobacco Control - second session of Conference of the Parties

The second session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control (WHO FCTC) will take place from 30 June to 6 July 2007 in Bangkok, Thailand. The Conference of the Parties will discuss matters identified in the first such Conference, which took place in Geneva in February 2006. The work done in between the two sessions will be the starting point for the discussions.

Items on the agenda include:

Elaboration of templates for protocols on illicit trade in tobacco products and cross-border tobacco advertising, promotion and sponsorship;
Elaboration of guidelines for the implementation of Article 8 (protection from exposure to tobacco smoke) and Article 9 (product regulation); and
Other technical, procedural and financial matters relating to the implementation of the treaty such as funding and financial support for the period 2008-2009; reporting and exchange of information and monitoring and reporting on implementation progress.
Since its entry into force on 27 February 2005, the Convention has attracted a high number of Parties and has become one of the most widely embraced treaties in the history of the United Nations. All 145 Contracting States for whom the Convention will have entered into force by the period of the session will participate with voting rights. The European Community, a regional economic integration organization, will also participate as a Party. Other states -- including signatories to the treaty -- as well as non-governmental organizations in official relations with WHO and intergovernmental organizations will participate as observers. In all about 900 delegates are expected to attend.

For the first time, an international NGO forum will also take place just before the start of the Conference.
