CFCB update on club monitoring for 2023/24 season
The CFCB completed the assessment of the clubs having taken part in the 2023/24 season or that were under settlement regime during the 2023/24 season.
The CFCB First Chamber met this week and completed the assessment of the clubs having taken part in the 2023/24 season or that were under settlement regime during the 2023/24 season.
For the first time, the CFCB assessed clubs against the new Cost Squad rule that is progressively implemented over three years. In 2023, clubs had to report a ratio equal or below 90%. The ratio will then decrease to 80% in 2024 and finally to 70% in 2025.
All clubs reported a squad cost ratio within the 90% limit applicable for the 2023/24 season.
Nevertheless, two clubs, Aston Villa (ENG) and Olympique de Marseille (FRA), were fined by the CFCB First Chamber respectively €60,000 and €20,000 for late submission of their financial information.
The CFCB First Chamber continued the monitoring of the 10 clubs that were under settlement regime during the 2023/24 season. Details on those past settlement agreements can be found here.
AC Milan (ITA), FC Internazionale Milano (ITA), AS Monaco FC (FRA), Olympique de Marseille (FRA), Paris Saint-Germain (FRA), Beşiktaş JK (TUR), Trabzonspor A.Ş (TUR) and Royal Antwerp FC (BEL) were all found to have fulfilled the intermediate financial targets set for the financial year 2023.
AS Roma (ITA) slightly exceeded the intermediate target set for the financial year 2023 and was imposed a fine of € 2 million.
Istanbul Başakşehir FK (TUR) slightly breached the final target foreseen in the 2023/24 season and was imposed the following disciplinary measures by the CFCB First Chamber:
- an exclusion from the next one (1) UEFA club competition for which the Club would otherwise qualify in the next three subsequent (3) seasons, unless the club complies with the football earning rule in the 2024/25 season;
- a limit of 23 players that the club can register on the List A for the 2024/25 season;
- a restriction on the ability to register newly signed players on the List A for the 2024/25 season, and
- a fine of € 100,000.
