New California Law Bans Two Dozen Ingredients from Beauty and Personal Care Products

In late September, California’s Governor Gavin Newsom signed into law Assembly Bill 2762. Also known as the Toxic-Free Cosmetics Act, the new law makes California the first state to ban 24 ingredients from beauty and personal care items.

The new law goes into effect on January 1st, 2025 and requires that no person or entity manufacture, sell, deliver, hold or offer for sale in commerce any cosmetic product that contains any of the 24 ingredients listed in the bill that are intentionally added as an ingredient. Included in the list of banned ingredients are substances like mercury, formaldehyde, phthalates and other chemicals.
