Charles Marquez’s novel, released by Fulton Books, includes an experience at the American Consulate in Cali, Colombia, where he was assigned as a vice-consul, as a Foreign Service Officer with the Department of State.  He was successful in obtaining the release of a U.S. citizen from Villa Nueva prison in Cali, and, in so doing, probably saved the man’s life.  To his knowledge, he was the first Foreign Service Officer to obtain the release of a U.S. citizen from a Foreign prison.   Although adhering to Protocol, Mr. Marquez established quid-pro-quo or reciprocity, enabling him to be more effective in meaningful accomplishments with various Colombian authorities, in various endeavors.

Charles Marquez is a strong believer in the sanctity of human life, including the vulnerable unborn.  He also recommends that the United Nations must be restructured to make it more effective in establishing global peace, firmly asserting that global peace is very possible if certain changes are made.  He believes that anything is achievable and can be accomplished through the correct implementation of responsibility and ethical conduct.

Charles A. Marquez is a former US Army officer (New Mexico National Guard; former New Mexico state senator, 1980-1984; former Foreign Service Officer, Department of State, Washington, DC), with tours in Colombia, South America, and Toronto, Canada.

While in Cali, Colombia, at the American Consulate as a vice-consul, Marquez was able to obtain the release of a US citizen from a Colombian prison and probably saved his life. While he adhered to protocol, he also established quid pro quo or reciprocity--far more effective than protocol. It was reciprocity that allowed the release of the US citizen and what made him more effective in Colombia.

Marquez firmly believes in the preservation of all lives, including the innocent unborn. He strongly affirms that global peace is possible by the restructuring of the United Nations, ultimately preventing warfare rather than futile attempts to remedy those situations.
