The heat island effect (the process where pavement and concrete intensive environments, like cities, retain heat longer and have hotter temperatures than their rural counterparts) pertains to rocks and gravel  which retain heat from the sun and increase the overall temperature of Phoenix.

When we think about the desert and sustainable landscaping we should not necessarily jump to the conclusion that gravel and rocks are the best answer to reduce water consumption. Green native plants to incorporate into an urban scape is the best use for a sustainable landscape.
