New Lead Rules Set to Impact Contractors across the Country

In April of this year, under the Toxic Substances Control Act, a new rule will be enacted that will impact contractors performing renovation, repair and painting projects that disturb lead-based paints in residential buildings, child care facilities and schools built before 1978. Contractors will now need to be certified and must follow specific work practices.

The use of lead in paint has been banned since 1978, but its past use still impacts the public decades later. According to the Centers for Disease Control and Prevention (CDC), “Approximately 250,000 U.S. children aged 1-5 years have blood lead levels greater than 10 micrograms of lead per deciliter of blood, the level at which CDC recommends public health actions be initiated. Lead poisoning can affect nearly every system in the body. Because lead poisoning often occurs with no obvious symptoms, it frequently goes unrecognized.”

Lead is of particular concern to young children as their growing bodies can absorb more lead and their brain and nervous systems are more sensitive to the negative health effects. Many building renovation activities such as sanding, cutting and demolition can all create situations that expose children and other occupants to lead dust.
