Environmental groups in Puerto Rico have long voiced their concerns over the presence, transportation and dumping of large quantities of coal ash coming from the commonwealth’s one coal-fired power plant.
 
Coal ash is the waste product that comes from burning coal to produce electricity. Coal ash by-products may include fly ash, bottom ash, boiler slag, flue gas desulfurization materials and other substances. According to the U.S. Environmental Protection Agency (EPA), coal ash, also known as coal combustion residuals (CCRs), is one of the largest types of industrial waste generated in the United States.
 
Hazardous substances that may be found in coal ash can include arsenic, boron, lead, cadmium, chromium, lithium, mercury, molybdenum, thallium and other materials. Coal ash can be a threat to workers, the public and the environment due to blown dust contaminating the air and soil or if heavy metals leach into groundwater.
 
The Agency for Toxic Substances & Disease Registry (ATSDR) reports that exposure can result in skin irritation and breathing it can result in respiratory irritation as well as irritation of the eyes, nose and throat. Ingestion can cause nausea, vomiting and diarrhea. Some of the compounds found in coal ash can cause cancer after continued long-term ingestion and inhalation according to the agency.
