Capacity building for Education (CapED) Program in Mali: Towards the Development of a National Strategy for the Development of Education Statistics (SNDSE)

In order to elaborate the data mapping for the National Indicators Framework (NIF) and the required data collection plan, the UNESCO Office in Bamako, in collaboration with the Ministry of National Education, and with the technical support of the UNESCO Institute for Statistics (UIS), organized from 4 to 7 June in Segou, a workshop to elaborate the data collection plan within the framework of the CapED program.

The opening ceremony was chaired by Mr. Berthé, Technical Advisor at the Ministry of National Education, in the presence of Mr. Saip Sy, representing the Head of the UNESCO Office in Bamako, as well as thirty participants from the national technical team and resource persons.

In his speech, Mr Berthé recalled that the importance of statistics in the education sector was well established. “They are indispensable for a good piloting of the sector. This is the reason why the Department of Education has started statistical development actions a few years ago. Thus, last year, the education management and information system benefited from the CEDEAO peer review. Review whose recommendations are being addressed in the action plan currently being finalized”.

Mr. Sy, meanwhile, indicated that this workshop is being organized in the context of Mali’s process of developing its new ten-year program for the development of education (PRODEC II) 2019-2028. “This process of developing PRODEC II is aligns with the new vision of education through Sustainable Development Goal (ODD4), whose overall objective is to ensure quality education for all, and lifelong learning opportunities. The design, implementation and monitoring of a National Strategy for the Development of Education Statistics (SNDES), aims at the implementation of a sectoral vision of the development of education statistics  and therefore constitutes an important element in the process of elaboration of PRODEC II,” he said.

He recalled that this workshop comes after the one organized last March, which allowed defining the National Indicators Framework.

During four days of intense work, the workshop identified the data sources available in Mali to inform the various indicators for monitoring the SDG4 in Mali. However, it was noted that statistics remain a challenge for Mali, especially in the area of learning assessment. The workshop was also visited by the Secretary General of the Ministry of National Education, who reiterated the importance of statistics in steering education and thanked UNESCO for its constant support to the education sector.

One of the strong recommendations was the establishment and functionality in the coming days, of the national technical team that will accompany the process of developing the SNDSE under the leadership of the Ministry of National Education and supervision of the ISU.

Through its CapED program, UNESCO provides targeted assistance and helps to strengthen national capacities to undertake evidence-based educational reforms. Since its inception, the Program has supported more than 40 countries around the world. Today, CapED is operational in some 25 countries.
