Lucent Technologies Expands Role in Cingular’s Nationwide 3G UMTS Deployment

Expands Lucent’s existing agreement as a strategic supplier of UMTS/HSDPA technologies and network integration services

FEBRUARY 16, 2006, Murray Hill, N.J. — Lucent Technologies (NYSE: LU) today announced that Cingular has expanded the market coverage of Lucent’s existing agreement to supply third-generation (3G) UMTS (Universal Mobile Telecommunications System) network equipment — including both Radio Access Network and core switching, along with software and services to support Cingular’s nationwide 3G service.

Financial and market details are not being disclosed.

As with the original agreement announced in November 2004, the expansion will include an enhanced version of UMTS technology, called High-Speed Downlink Packet Access (HSDPA), which will ultimately support theoretical maximum peak data speeds of up to 14.4 Megabits per second (Mbps).

Lucent Worldwide Services (LWS) will continue to assist Cingular in the deployment and integration of Lucent’s solution as part of the market expansion. This includes multi-vendor integration and technical support services that will seamlessly connect and maintain a critical link between Cingular’s core network and its new applications portal.
