Alcatel-Lucent announces the appointment of Alexander Tikhonov as head of the company’s business in CIS

Moscow, May 2008 — Alcatel-Lucent (Euronext Paris and NYSE: ALU) announced today that it has appointed Alexander Tikhonov as vice-president of the company’s business in CIS*. Alexander is replacing Dmitry Kamensky, who will leave the company to pursue other opportunities.

In his new position, Alexander will assume overall responsibilities for managing the day-to-day business activities of Alcatel-Lucent in Russia and CIS as well as taking the lead on strategic business directions for Alcatel-Lucent in the region.

Prior to his new appointment, Alexander was leading Business and Sales support of Alcatel-Lucent in CIS, Central and Southern Europe region. Previously he held the role of Director of Alcatel-Lucent’s wireless and convergence activities in CIS, a position he was named to in 2006. Prior to that, Alexander served as Director Operations of Alcatel’s mobile communication activities in Central and Eastern Europe. Alexander joined Alcatel in 1998 and held various managerial positions in Russia and CIS.

Alexander will be based in Moscow and report to Johan Vanderplaetse, President of Alcatel-Lucent’s activities in CIS, Central and Southern Europe**.

Alexander is a graduate of the Moscow State Technical University n.a. N.E.Bauman.
