U.S. Department Of Commerce Selects JPMorgan For Charge Card Program
Award made under GSA SmartPay® 2 Master Contract
New York.- The U.S. Department of the Commerce (DOC) has selected JPMorgan as its provider for charge card services, the firm announced today. The task order award is part of the U.S. General Services Administration’s (GSA) SmartPay® 2 program, the largest government charge card program in the world.
The DOC awarded JPMorgan a four-year task order to provide purchase, travel and fleet card services. The annual volume of the card program is expected to exceed $220 million with over 23,000 MasterCard-branded cards serviced.
Six other Federal agencies and organizations chose to tag onto the DOC task order: The U.S. Office of Personnel Management and the Smithsonian Institution will use JPMorgan’s purchase, travel and fleet card programs; the Appalachian Regional Commission, Library of Congress and the U.S. Holocaust Memorial Museum, which will use purchase and travel card programs; and the U.S. Social Security Administration, which will use JPMorgan’s fleet card program.
“The Department is interested in expanding the use of purchase cards as a payment mechanism in future contracts and as a payment solution to low dollar and high volume transactions,” said David Carter, SmartPay® 2 Project Manager, DOC.
W. Stephen Kouns, executive project manager with JPMorgan Federal Card Solutions, said: “We look forward to working with the DOC and the other agencies and organizations that are included in the contract and to delivering the superior levels of service that consistently earn us high customer service ratings.”
“MasterCard is excited to be working with JPMorgan and the U.S. Department of Commerce. With the transition to SmartPay® 2, MasterCard looks forward to continuing the advancement of government payments to new levels of convenience, security, and efficiency,” said Eva Robinson, U.S. Executive, Public Sector, MasterCard Worldwide.
The GSA SmartPay® program, implemented in 1998, handled more than $27 billion in sales and over 91 million transactions in 2007. The program is used by federal agencies and organizations to obtain purchase, travel, fleet and integrated charge card services.
JPMorgan has been a GSA SmartPay® card provider since the original master contract, providing card services to public sector clients for over 20 years. The firm is also listed on multiple GSA Schedules, including: GSA Schedule 520 - Financial and Business Solutions (FABS), GSA Schedule 36 - Office Imaging and Document Solutions and GSA Schedule 874 - Mission Oriented Business Integrated Services (MOBIS). This allows Federal agencies to contract directly with JPMorgan for these services. JPMorgan also provides treasury solutions to over 3,000 state governments and municipalities, helping them with tax processing and enterprise content management, electronic benefits transfer programs such as food stamp and Women Infant and Children (WIC) payments, disaster preparedness, child support payments, unemployment insurance, and license, fee and violations processing.
