Yale Will Hold Conference on Disaster Preparation

New Haven, Conn. — Disaster planning and response, including preparations for special populations, will be the topic of a conference April 17-18 sponsored by the Yale Center for Public Health Preparedness at the Yale School of Public Health.

“Community Preparedness: Addressing the Needs of Diverse and Vulnerable Populations” will be held at the Omni New Haven Hotel at Yale. The event is open to the public, but is aimed at public health, emergency management and community health professionals, as well as first responders and community leaders.

The keynote speaker will be Jane Mobley of Jane Mobley Associates, Kansas City Missouri, who developed the “Public Health Workbook to Define, Locate and Reach Special, Vulnerable and At-Risk Populations in an Emergency” and Cindy Daniel, who is the Disability Coordinator at the Federal Emergency Management Agency.

Diverse populations include groups whose needs are not fully addressed by traditional service providers, or groups who feel they cannot comfortably or safely access and use the standard resources offered in disaster preparedness, relief and recovery. These groups include, but are not limited to, persons who are physically or mentally disabled, such as the blind, deaf, and hearing impaired, as well as others with cognitive disorders and mobility limitations. Diverse groups also include persons who are non-English speaking, who are geographically or culturally isolated, medically or chemically dependent, homeless, frail, elderly, and children.

Other topics include sheltering, psychosocial preparedness for children, risk communication, health literacy, inner-city emergency preparedness, ethical principles of emergency management, and data systems in emergency planning.
