The Senate just passed the controversial intelligence-overhaul bill and sent it to President Bush for signature. Once signed into law, for the first time in history, the U.S. will have a new “Security Super-Czar.”

Is the War against Terrorism leading us down the path to an ever-greater concentration of power in the hands of the federal bureaucracy?

The new legislation calls for toughening immigration laws to prevent terrorists from using political asylum pleas to enter the United States. Is this the first step in a new “get-tough” policy concerning illegal immigrants in general? Will civil libertarians rally against the new law, and will its provisions be tested in court?
