NeuStar Names Michael O’Connor Vice President Customer Relations

November 9, 2005, WASHINGTON, D.C. – NeuStar, Inc. (NYSE: NSR), a leading provider of essential clearinghouse services to the global communications and Internet industry, today named Michael O’Connor vice president customer relations. O’Connor will report to Joe Franlin, senior vice president customer relations, and will be responsible for managing budgets, service and revenue for NeuStar’s North American Numbering Plan (NANP) and Number Pooling contracts. He also will coordinate efforts with NeuStar’s External Affairs, Numbering and Advance Services group.
O’Connor’s direct reports will include John Manning, NeuStar’s Neutrality Officer and director of NANP Operations, and Amy Putnam, director of Number Pooling Services.
“With regard to NANP administration and Pooling administration, Michael will have significant influence over the NeuStar customer experience going forward,” said Franlin. “A communications veteran, Michael will be instrumental in his abilities to serve as a primary customer advocate.”
O’Connor brings to NeuStar 17 years of industry experience, most recently serving as executive director federal regulatory policy at Verizon. Throughout his career, O’Connor has held a number of senior positions in this area, as well as in network group performance assurance, telecommunications governance, business planning, operations and operator services.
O’Connor holds an MBA in corporate financial management from Pace University and a bachelor’s degree from The Catholic University of America.
The North American Numbering Plan (NANP) is an integrated telephone numbering plan serving 19 countries across North America and the Caribbean. As the FCC-appointed administrator of the NANP, NeuStar holds overall responsibility for neutrally overseeing the assignment and use of numbering resources. Within the United States and its territories, NeuStar also coordinates central office (CO) code administration, area code relief and the collection of utilization and forecast data.
Number pooling, also known as “thousands-block number pooling,” allows for the allocation and the implementation of numbering resources to service providers in thousands-block increments.
