Illinois Agencies Standardize on Adobe LiveCycle
Adobe Systems Incorporated (Nasdaq:ADBE) today announced that the State of Illinois has standardized on Adobe® LiveCycle® software to enable more than 60 state agencies and over 3,800 counties, municipalities, and school systems to improve their business processes. Through the Illinois Department of Central Management Services (CMS), the state licensed Adobe LiveCycle to help state and local governments automate completing and processing forms, thereby reducing costs and improving services and convenience for constituents.
The automated forms processes serve citizens accessing public programs as well as internal administrative programs—including state procurement, which oversees approximately $10 billion in purchasing goods and services. By enabling the streamlining and accelerating of administrative processes, agencies can better focus on core missions in public safety, education, health care, social services, and other vital areas.
“After a thorough analysis by the Illinois Technology Board of Advisors, it was clear that Adobe LiveCycle software could greatly improve the way government does business,” said Maureen O’Donnell, acting director of Central Management Services. “By enabling people and businesses to save, complete, and even sign government forms using free Adobe Reader® software, agencies statewide can streamline processes, reduce errors, cut administrative costs and deliver faster, more efficient citizen services.”
Already, dozens of Illinois agencies have implemented Adobe LiveCycle software to enhance a variety of important services, ranging from responding to orders of protection, to accepting bids from service contractors, to processing requests for fishing licenses. For example, the state’s Department of Human Services (DHS), which provides mental health services, food stamps, Medicaid, and other essential services, has converted more than 1,000 paper forms to interactive PDF forms. The state is also in the process of implementing Adobe LiveCycle software to pre-populate forms with data from back-end systems to help improve data accuracy and save time.
“We’ve seen administrative costs drop by as much as $6 million annually,” says John Rigg, manager of forms management at DHS. “By simply auto-populating forms based on case numbers, we have reduced our margin of error and saved case managers as much as 1.5 hours per case request.”
In the judicial arena, the Kane County Circuit Court Clerk’s office has begun using Adobe LiveCycle to automate the completion, processing and delivery of electronic orders of protection typically associated with domestic violence cases.

In addition to increasing efficiency and reducing costs, Adobe LiveCycle software provides a standard interface bridging the state’s many systems, thereby enabling back-end modifications and upgrades without disrupting the constituent experience. As a next step, the state will be offering Adobe LiveCycle software to its agencies to help them protect internal and external information and more easily adhere to statewide policies.
