Just a dozen years after the demise of the Clinton Health Plan, ideas for universal health coverage have returned to the headlines. Why? Employers, who insure the majority of Americans, are dropping coverage in the face of rising medical costs, which have risen 59 percent since 2000 alone. As employers pare back or change coverage, pocketbook concerns are affecting insured Americans, as well as the 45 million uninsured. According to a poll taken late last year, Americans are personally more worried about their health costs than about terrorism or paying their rent or mortgage.
