QUALCOMM Highlights Commitment to Vietnam and Asia Pacific Region at APEC CEO Summit 2006

HANOI, VIETNAM — November 15, 2006 — QUALCOMM Incorporated (Nasdaq: QCOM), a leading developer and innovator of Code Division Multiple Access (CDMA) and other advanced wireless technologies, announced today that it will showcase some of its latest innovations in 3G CDMA wireless technology, as well as its efforts towards empowering underserved populations, during the Asia Pacific Economic Cooperation (APEC) CEO Summit 2006, in Hanoi, Vietnam, November 16-19, 2006. The Company said it expects that sustained interest and uptake in 3G will continue to propel economic development and transform communications for societies worldwide.

In a highly convergent and mobile world, the role of wireless technology in furthering economies and businesses is increasingly critical. Research has established a strong correlation between information and communications technology (ICT) development and overall economic growth: every 1 percent increase in telephony penetration is correlated with an increase in gross domestic product (GDP) per capita of USD240; every 1 percent increase in Internet penetration is correlated with a per-capita increase in GDP of USD493[1].

“We believe 3G CDMA wireless technology can improve the socioeconomic conditions of underserved communities, enabling people to gain better access to communication, education, healthcare and emergency services,” said Dr. Paul E. Jacobs, chief executive officer of QUALCOMM. “3G CDMA wireless access is the best way to improve voice and data communications for local communities, which has been shown to enhance their competitiveness and prosperity. As a leading wireless technology enabler, QUALCOMM is committed to working with the APEC community to support the growth of the wireless industry in the APEC economies.”

A leader in wireless innovation, QUALCOMM, along with its partners, is continually working to create new and relevant opportunities for the entire mobile ecosystem, including wireless operators, manufacturers, content providers and end users. Through the efforts of QUALCOMM and its partners, 3G CDMA has grown exponentially - within six years since its introduction, 3G CDMA has gained approximately 402 million subscribers worldwide and more than 30 million 3G subscribers are added every quarter[2]. In leading markets such as Japan, the Republic of Korea and the United States, the number of 3G subscribers already has surpassed that of 2G subscribers, strongly indicating the acceptance of 3G as the wireless technology of choice among consumers.

QUALCOMM recognizes the continued need for supporting the communications needs of rural and underserved regions across the globe. The Company strives to enable greater integration between these regions and the rest of the global community. This challenge is one of the key areas of focus of the Company’s Wireless Reach™ initiative. Via Wireless Reach, QUALCOMM seeks to connect through the use of 3G technologies communities that have limited or no telecommunications access. With an emphasis on education, governance, environment, healthcare and public safety, Wireless Reach partners with government institutions, universities, non-profit organizations, development agencies and other private companies to create more community-enhancing applications for 3G technology everywhere.

Under the Wireless Reach program, QUALCOMM and its partners have:

* Initiated TOPIC64, a project that will bring 3G CDMA Internet connections to underdeveloped areas in each of Vietnam’s 64 provinces.
* Established computer labs in five high schools in Lampung, Indonesia, with 3G CDMA wireless broadband services to improve ICT skills and are establishing cellular kiosks in the province’s 59 villages to provide increased access to telecommunications.
* Provided 500 CDMA2000 handsets to be used as information terminals to help microfinance clients in China’s western provinces.
* Connected a small healthcare clinic in a rural Peruvian village with 3G CDMA wireless voice and data equipment including laptops, 3G CDMA camera/video phones, data cards and related services allowing external communications for the first time.
