Dr. Richard Burrows of TestAmerica to Receive the NEMC 2016 Dr. Charlie W. Carter Award

Dr. Charles (Charlie) William Carter dedicated over 30 years to the environmental laboratory business and community. Considered a highly respected environmental testing genius, he was brilliant and had relentless energy, work ethic, and passion for advancing the environmental testing industry by providing critical scientific expertise and support. Charlie was deeply involved in many environmental organizations and a frequent speaker at conferences, forums, and meetings.

The National Environmental Monitoring Conference (NEMC) established the Dr. Charlie W. Carter Award to recognize a technically competent individual and leader in the environmental measurement, monitoring, or laboratory industry, embodying Charlie’s strengths in scientific expertise, communication and mentoring.

Dr. Richard Burrows of TestAmerica will be presented the 2016 NEMC Dr. Charlie W. Carter Award and recognized for his contributions at the 2016 NEMC Symposium on Aug 8-12, 2016 in Orange County, CA.  Dr. Burrows will deliver the keynote address at the Symposium, entitled Generating Data of Known and Documented Quality – What Does That Really Mean?  The presentation will examine why changes to The NELAC Institute (TNI) standard were both necessary and compelling.  It will address the benefits the changes are expected to bring, and what remains to be done in future standards to actually achieve the goal of “known and documented data quality”. 

Upon announcement of the award, Dr. Burrows commented that “it’s a great honor and also quite humbling to receive this award. I was fortunate enough to have Charlie as my manager and mentor for several years, and I miss his guidance and support every day. I’m hoping that my presentation at NEMC will highlight progress on some of the fundamental data quality issues that Charlie was especially interested in, and instrumental in moving forward.”

The Forum on Environmental Accreditation (the Forum) is held concurrently with the NEMC Symposium.  It is the principal conference for addressing policy and technical issues affecting the accreditation of environmental laboratories in addition to field sampling and measurement organizations.
