TROY Healthcare Solution Compliant with Georgia Regulations

TROY’s Healthcare Solutions division recently assisted the Georgia Board of Pharmacy by clarifying regulatory compliance requirements for printed prescriptions. At the July board meeting, it was decided through vote that TROY Healthcare’s Electronic Medical Records (EMR) generated prescriptions are compliant with state of Georgia regulations, clearing the way for all healthcare providers in the state to issue prescriptions using TROY software. TROY Secure Print Enterprise Software (TSPE) allows healthcare organizations to produce these prescriptions utilizing a plain paper solution.

Healthcare providers and retail pharmacies sought clarification regarding compliance requirements in the state of Georgia. Because the Georgia Board of Pharmacy has a clear stance of remaining neutral, the board does not “approve” prescription offerings by any vendor. In the state of Georgia, any prescriptions that meet CMS standards are considered compliant by the state. Since TSPE meets all the tamper- resistance requirements of CMS, TSPE is now formally recognized as compliant in the state of Georgia


According to CMS, EMR generated prescriptions may be printed on plain paper and be fully compliant with all three categories of the tamper-resistant regulations presuming that they contain at least one security feature from each of the three categories (anti-copy, anti-alteration, and anti-counterfeit). CMS states that while special paper may be used to achieve copy resistance, it is not necessary.

TSPE is currently being used by 23 hospitals and health systems within the state of Georgia. TSPE customers in Georgia produce over 10 million prescriptions annually using the software. Since these providers in Georgia started using TSPE, they have saved over $1 million dollars in operational expenses. The Georgia Board of Pharmacy has added a notice regarding security paper to their website that explains their decision. The Official Code of Georgia Annotated (O.C.G.A.) defines “security paper” as having (i) one or more industry recognized features designed to prevent unauthorized copying of a completed or blank prescription form; (ii) one or more industry recognized features designed to prevent the erasure or modification of information written on the prescription form by the practitioner; and (iii) one or more industry recognized features designed to prevent the use of counterfeit prescription forms; or (B) a prescription pad or paper that is an approved prescription pad or paper of the Centers for Medicare and Medicaid Services (CMS) on January 1, 2013.
