Becomes First Federal System to Meet Strict E-Commerce Assurance Requirements

AUGUST 28, 2006 - WASHINGTON - The Controlled Substance Ordering System (CSOS) developed for the U.S. Drug Enforcement Administration (DEA) by Nortel Government Solutions*, a U.S. company wholly-owned by Nortel* [NYSE/TSX: NT], has earned the WebTrust* Seal of Assurance for Certification Authorities.

This makes it the first federal government system to meet the strict assurance requirements for e-commerce systems that issue digital certificates set by the American Institute of Certified Public Accountants (AICPA) and the Canadian Institute of Chartered Accountants (CICA). Adherence to these business and controls requirements was verified in an extensive audit by KPMG.

Launched in September 2005, CSOS enables pharmacies, pharmaceutical companies, and other organizations in the pharmaceutical supply chain to order Schedule II controlled substances like morphine and oxycodone electronically as an alternative to the previous, paper-based system requiring triplicate copies, multiple signatures, and postal deliveries.

The WebTrust Seal assures the pharmaceutical community that the DEA has taken all of the steps necessary to make CSOS a secure, private system.

The DEA worked with more than 100 pharmaceutical and regulatory organizations to develop a set of Public Key Infrastructure (PKI)-based security and performance standards that would protect the integrity of the nation’s pharmaceutical supply chain while increasing its efficiency.

The DEA’s economic impact analysis indicates that CSOS adopters can save as much as US$26 per transaction. With more than seven million orders per year, this could result in annual industry-wide savings of as much as US$180 million.
