Each Rapporteur Member State has to make provisions for the extensive evaluation process. This includes engaging expert manpower, extra staff and additional resources. This extra burden has been incurred for no other reason than because companies with no intention of supporting products are just using the law to their advantage. Each Member State has therefore been asked to fine or impose penalties on those groups of companies within their jurisdiction to cover these abortive costs.
