Yesterday, Governor Arnold Schwarzenegger declared a state of emergency in six counties across the state. Record rainfall dumped more than half the year’s normal rainfall in many parts and some areas of Los Angeles recorded almost 22 inches of rain. An estimated 17 feet of snow fell in parts of the Sierra Nevada Mountains.
